Membership Policy

Policy:

“Member”

For the purposes of the Conferences within Toronto Central Council, a “member” of the Society is defined as a person who:

  • is a member, as defined in the Rule (Schema 2, Article 1);

  • is 18 years of age or older (but the Conference president may approve 16 or 17 year old applicants, as per the procedures set out in the “Guidelines for New Members Under 18 years of Age”, attached);

  • has met all screening requirements for volunteers, including Application, Interview, Service Covenant, Police Records Check, and Orientation (see Policy #1, Screening/Risk Management Policy);

  • continues to abide by the Risk Management Rules (as described in the Screening/Risk Management Policy);

  •  is an active, regular participant in Conference meetings or a member of a Standing Committee of Toronto Central Council.

  • abides by the policies of the Society of St. Vincent de Paul, Toronto Central Council, and continues to work in the best interests of those in need and the Society.

 “Provisional Member”

   All new applicants for membership will be considered as Provisional Members until they have met all requirements for full membership.

 

“General Volunteer”

   Persons who assist, from time to time, with activities run by the Society or a Conference, will be considered as General Volunteers.  No General Volunteer will be permitted to participate in home visitations or other works of the Society considered to be in the Medium (including handling money) or High Risk (including dealing with vulnerable adults in their homes) category unless accompanied by, and under the supervision of, a member.  Although General Volunteers may hold the poor box, they shall not be involved in the counting or banking of money.

           

Maintenance of files

A membership file for each member will be maintained securely at the Toronto Central Council head office.   Any member wishing to review their file will make appropriate arrangements through the Central office  

The file will include:

  • an original letter from police indicating that there is no information on file or an appropriate entry on the Application/Information form regarding the decision of the Toronto Central Council Screening Committee related to a positive police check;

  • a copy of the Member Information Form/Application for Membership;

  • Service Covenant;

  • References and any correspondence related to the person’s membership status;

The file may include:

  • other relevant information or documents included with the members/applicant’s permission.

Discontinuation of membership

Where a member fails to continue to meet the membership requirements, the matter will be considered by the Screening Committee and a recommendation made to the President of Toronto Central Council.  Where the President rules that membership will be discontinued, the member will be informed by the President or designate, in writing, that the member must comply or risk having membership discontinued.  Where it is determined that the member has not complied within 30 days, the President of Toronto Central Council or designate will notify the person, in writing, that he/she no longer meets membership requirements and so ceases to be a member  under the direction or protection of the Society.  A copy of this notification will be sent to the conference president.  The conference president will notify the President of Toronto Central Council in writing, within 30 days, that the person is no longer functioning as a member in the conference.  Where the member is a conference president, the copy of the notification is to be sent to the Particular Council President for follow-up, as per the foregoing.

In cases where it is determined that there is significant risk, the President of Toronto Central Council may suspend the member from all member activities until their membership status has been ruled on.
